Le gouvernement du Québec a récemment annoncé la tenue d’audiences au sujet de la modernisation des lois sur l’alcool [1]. Bien que le sujet principal n’est pas la libéralisation du brassage amateur (surprise!), je crois qu’il s’agit d’une opportunité à saisir pour se faire entendre.
Je sais que d’autres tentatives ont été faites dans le passé (LABAQ, entre autre) alors nous ne partons pas de zéro. J’ai préparé une première ébauche de mémoire à présenter [2] et je me suis dit que je pourrais essayer de profiter de la sagesse collective des MontreAlers pour m’aider à bonifier celui-ci.
Le mémoire est donc en libre accès de lecture et d’écriture, et toutes vos contributions (anonymes ou signées) seront reçues dans la prochaine semaine à bras ouverts.

Definitely a great framework here Norm. It’s often better to have a solution in mind when you have a problem statement and you have nicely included that in your presentation. Without constant input though, it can easily move away from what you’re trying to accomplish, or be forgotten about altogether. In order to stay involved, you could propose that a panel is formed consisting of representatives of Homebrew clubs, Quebec Professional brewing Associations and representation from the Quebec Government (SAQ?)
How active is LABAQ these days? I would suggest if they have previously tried to advocate change, you might want to coordinate with them from the start. There is also a club in Quebec City called L’ AleGators Brewclub but I can’t find any recent activity from them on their Facebook page or elsewhere, though our Facebook page has been paused since 2022 so that isn’t really a good indicator.
For Brewers associations I would think that the Association des microbrasseries du Québec would be more aligned with this than the Association des brasseurs du Québec
Great piece of policy work. Now let’s make sure it gets into lots of people hands.
Is it worth it pulling together a bit of a letter writing campaign? We could each email our local member, mention the policy, ensure we’re heard. This has been a relatively effective method of public advocacy even with smaller numbers. Our geographic spread could make this challenging but if even one or two read it, that may be enough to start a conversation.
Usually this would just need a pre-scripted letter for folks to send and a link to the database to find your local MPP. I’d be happy to help with this but lack a full understanding of Quebec politics and the related legalities. Could this be something the club organized?
At this point, an audience will take place. It is still unclear to me whether it will be between the government and invited groups or whether it’ll be a public audience. Since it is in its early stage, and not when a vote will take place at the Assemblée nationale, the timing for a letter writing campaign may not be optimal.
I’ll see, following my meeting with the director of the AMBQ next week, whether this could be a good approach as she is much more aware of the ins and outs of this whole process.
Mise à jour: suivant la suggestion de @Terry, j’ai contacté l’Association des microbrasseries du Québec (AMBQ) et leur directrice m’a rapidement répondu avec enthousiame. Je vais la rencontre la semaine prochaine pour voir quel type de synergie pourrait émerger.
If there comes a time when I can support this effort, please let me know. I was a lobbyist at the Federal level for a number of years and I would be very happy to discuss any efforts around advocacy for better regulation of home brewing in the province.

Les membres de l’exécutif du Club se sont prononcés en faveur d’appuyer ma démarche. Je prévois également demander formellement à tous les membres lors de l’AGA s’ils et elles appuient celle-ci.
